Raymond Onuoha is a Technology Policy Scholar and Consultant. His research, consulting and teaching focuses on the institutional and policy challenges in the evolution of the digital economy and technology innovation in developing countries, with a specialization on Africa. His expertise covers the domain areas of digital transformation and innovation, internet governance and standardization, e-governance, digital identity, telecommunications policy and artificial intelligence (AI) policy. He also works as a Research Consultant with regional ICT policy and regulation think-tanks – Research ICT Africa (RIA), South Africa, IT4Change (India), and The Portulans Institute (Washington D.C., USA) - conducting multidisciplinary research on digital governance, policy and regulation and the facilitation of evidence-base to inform policymaking for improved access, use and application of digital technologies for social and economic development in Africa. Raymond was a Doctoral Fellow of the IDRC Award (2018), which aims to build emerging leaders in communications policy in the Global South, and a Young Scholar Fellow for the Communications Policy Research South Conference, which took place in Mozambique in 2018. The prestigious fellowship was for the completion of his Doctoral Studies at the Nelson Mandela School of Public Governance (NMSPG), University of Cape Town (UCT), South Africa, where his thesis interrogated the regulation of complex adaptive digital systems - optimizing competition and consumer welfare outcomes in developing digital markets for access and inclusion. He has consulted in the area of technology policy for global organisations including – The World Bank, African Union Commission (AUC), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Association for Progressive Communications (APC), Central Bank of Nigeria (CBN), The Alliance for Financial Inclusion (AFI), International Labour Organisation (ILO), The Bill & Melinda Gates foundation (BMGF), UNESCO, Association of Computing Machinery (USA), Microsoft Nigeria, Internet Governance Forum (IGF), The Collaboration on International ICT Policy in East and Southern Africa (CIPESA), Brazilian Network Information Center (NIC.br), The National Information Technology Development Agency (NITDA), The African School of Internet Governance (AfriSIG), and The Nigerian IGF (NIGF). Raymond is currently a Post-doctoral Fellow at the Wits Institute for Social and Economic Research (WISER), South Africa - where he is assessing high-integrity and trust identification schemes across Africa.
