Principal Data Consultant

Contracted to NHS England as Product Manager for the ‘Register with a GP surgery’ and ‘Notify a Patient’ services. Spearheaded the launch of the latter within five months, aligning with the NHS 75th anniversary celebrations in July 2023.

Drove roadmap delivery to escalate service enrolments from 837 practices in March 2023 to 2,312 by January 2024 (from 13% to 36% of the total market), marking a remarkable 176% increase in practices. Total patient registrations surged from 198,274 to 903,922, indicating a 355% growth in digital utilization during the same period.

Prioritised service features to simplify the process for the 56 million NHS patients who complete 6.8 million practice registrations annually. This initiative promises to relieve the burden on 6,400+ practices across England and facilitated the Primary Care Access Recovery Plan by aiding practices and Primary Care Networks in transitioning to modern digital tools, thereby enhancing patient access to GP services.

Delivered the new ‘Notify a Patient’ service to complement NHS England’s Mobile First strategy. This ensured patients received timely confirmation of their GP registration via NHS App, email, text message, or post, reducing GP administrative workload and enhancing patient transparency. By January 2024, 619 practices (9%) were utilizing the service, and had sent 120,676 notifications to patients.

Delivery Manager for the City Electrical Factors account, overseeing the migration of legacy Windows client-side applications to AWS backend infrastructure.

Developed enhancements to external framework bids and internal labs processes, introducing formal controls, scoring mechanisms, and case studies to improve effectiveness.

Oversaw several large-scale agile data development projects, transitioning key organizational functions to cloud-based systems to drive efficiencies and support organizational restructuring.

Served as Product Manager for the National Pathology Standards development program, successfully delivering multiple clinical coding releases, culminating in the first new NHS national pathology standards in 25 years (DAPB4017 AMD 44/2020). Introduced user-centred design principles and reinvigorated dated governance structures.

Managed the development of the Data Access Environment, providing healthcare services with access to NHS data for research purposes on the Amazon Web Services platform. Led the migration of over 200 external Healthcare Data Interrogation Service customers, reducing license costs. 

Managed migration of Healthcare Data Interrogation Service customers from the legacy platform onto the Data Access Environment, significantly reducing licence costs and improving user satisfaction.

Directed development of the Master Person Service, resulting in early delivery, increased patient tracing rates, and decreased processing time by approximately 50%.

Orchestrated the Data Architecture Management proof of concept to develop a scalable metadata repository, supporting schema definitions, physical and non-physical attribute mapping, and Drools business rules.

Managed development of the online Data Access Request Service solution from concept through to release, reducing operational resource costs by 9 FTE’s.

Led migration of the corporate on-premises Customer Relationship Management system to Microsoft Dynamics 365 CRM Online on schedule, which included the concurrent management of two externally contracted teams.

As Head of Benefits for the Information & Analytics directorate developed the strategy and approach to embed Benefit Management controls and developed management dashboards for reporting. Active member of the Benefits Management Community of Practice.

Senior Project Manager

Assumed a stretch role due to the departure of the Senior Programme Manager, overseeing migration of three of the largest Royal Mail Group business-critical applications (Tracked, Mobility & Pegasus), including parcel tracking & route planning, to update infrastructure and software within a new data centre. Oversaw the redevelopment of applications and APIs, including extensive data transformation to leverage geospatial features available in SQL Server.

Responsible for the quality of project deliverables and driving a delivery-focused culture across in-house and outsourced teams, plus managing third-party suppliers in India and Vietnam. Build followed rapid application development methodologies with a concerted move to adopt agile practices.

Managed finances for multiple projects with an average budget of £2-3 million and line management for a large team; consisting of multiple architects, business analysts, developers, and test resources.

Acting Programme Manager

Delivered multiple strategic healthcare software solutions, managing the full design, build, and test lifecycle from requirements analysis through to release. Coordinated third-party development, internal testing, clinical assurance, and directed business change, training, and service introduction activity.

Managed third-party development of the Minor Injuries Unit solution through to successful end delivery, contract value £10 million.

Concurrently delivered both the Summary Care Record / Permission to View (contract value £4 million) and Map of Medicine 3.01 releases, ahead of schedule and at 50% of the allocated budget.

Successfully delivered the SystmOne R5.01 work off-plan, with a contract value of £12 million.

Supported SystmOne R6.01 contractual negotiations and revised R6.01 delivery strategy, developing a remediation plan and change control to allow commercial sign-off.

Delivered SystmOne Enhanced Data Sharing Module, contract value £4 million.

Delivered Shared Admin on schedule, and under allocated budget.

Managed the business-critical data-centre migration for the widely used ECS Ambulance application solution to plan and with minimal downtime.

Managed GP2GP design and testing, interoperability, and technical compliance

Initiated, planned, and executed the successful deployment of over a hundred primary care clinical systems, with individual city-wide projects for Leeds Community Services and Sheffield Child Health.

Delivered over one hundred SystmOne GP deployments, with a contract value £1.5 million.

Managed the delivery of Leeds PCT Community deployment, contract value £3.5 million, and Sheffield Child Health deployment, contract value £3 million.

Led the pilot National Programme for IT Local Service Supplier (iSoft) GP system deployment.

Reduced project costs by developing applications to aid in the cleansing and migration of coded clinical data, reducing test cycles and on-site costs by ~80%.

Generated key processes and identified novel methodologies to ensure no data loss on migration.
