Provides cost estimating, project analysis and troubleshooting for municipal and industrial clients. Coordinates and prepares proposal pricing on major projects. Develops and updates process programs and cost estimating programs. Planned and led start-up of 14 MGD and 20 MGD wastewater plants, a 4 MGD MLE process, construction of two belt press facilities and successful transitions at numerous Severn Trent projects. Trained operators to implement anoxic zone operations at conventional activated sludge plants to improve effluent quality and save energy, and evaluated activated sludge, trickling filter, and pure oxygen plants to improve process control, high flow treatment, energy savings and industrial treatment.

Technical Solutions Group

Managed O&M of a 30,000 connection utility including a 5 MGD surface water treatment plant, 10 MGD lime softening water plant, 6 MGD tertiary activated sludge plant, 550 miles of water lines, 530 miles of collection system lines and 220 lift stations. Operated wastewater plant to achieve 80% TN removal using temporary anoxic zone and in-plant recycle at the request of the client and Florida DEP to reduce TN flows to effluent lagoons. Achieved significant savings and reduced staff to meet contract goals.

Operations Manager

Led the turn-around of wastewater plant operations for a 7 MGD dual biological plant with a trickling filter and pure oxygen activated sludge process, a 10 MGD oxidation ditch plant and a 4 MGD contact stabilization plant. Trained staff on process control for extreme storm water conditions and operated an overloaded pure oxygen plant to meet effluent quality and curtail prior enforcement action against the client. Transitioned City employees through a partnership with the City to avoid layoffs while reducing staff from 41 to 18, assisted in planning to increase capacity, and reduced O&M costs with new plant construction.

City of Houston, TX Wastewater Division

Managed wastewater plants totaling 341 MGD, including two flash drying sludge plants, one lime stabilization plant, 200 MGD two-stage pure oxygen nitrification plant, 60 MGD pure oxygen plant, 25 MGD computer controlled plant, and 36 and 20 MGD activated sludge plants. Four of the five achieved AMSA Gold and Silver effluent quality awards. Used "crisscross reseed" operation to bring full 200 MGD plant on line for storm flows; reduced peak storm flows from 435 MGD to 285 MGD through pre-storm pumping. Instituted “even-steven” discipline procedures to improve moral and support first line supervisors.
