I am Terence Farrell, an innovative and strategic leader with over 20 years in public service, blending an extensive network, deep understanding of governmental processes, and proven financial acumen to deliver efficient, effective, and progressive solutions both in government and the private sector. During my three terms as a Chester County (PA) Commissioner, I was honored with numerous accolades for my leadership. My tenure was marked by the County achieving AAA/Aaa bond ratings from the nation’s top financial rating firms, a testament to our fiscal responsibility and innovative management that saved taxpayers millions and positioned us as one of the nation’s top 24 best-managed counties. In 2020, I founded For Real Solutions LLC, a consulting firm that aids businesses in creating value by leveraging my knowledge, experience, and creativity, along with an extensive network. Our clientele includes Marsh McLennan, a $20B leader in risk, strategy, and people, and Rigrodsky Law, specialists in pension fund risk management. Currently, I serve as a Director on the Board of the Brandywine Conservancy and Museum of Art, contributing to a range of non-profit boards and committees over the years. As Recorder of Deeds for two terms, I modernized the office by introducing online public record access and electronic document submission—a pioneering move that underscored my commitment to leveraging technology for public benefit. Before my election as Recorder of Deeds in 1999, I was a Realtor® and owned a small business focused on video production. I also bring experience as a journalist and an educator in writing and English. My involvement has extended statewide and nationally, participating actively in professional organizations such as the National Association of Counties and the County Commissioners Association of Pennsylvania. I hold Graduate Certificates in Public Administration and Public Personnel Administration from Indiana State University, am a graduate of NACo’s Leadership Institute, and have completed the Leadership Seminar at Harvard University’s Kennedy School of Government. I earned a BA in English (cum laude) from Carleton College. My diverse background in leadership, technology adaptation, fiscal management, and strategic consulting positions me uniquely to contribute valuable insights and governance to private or family-owned companies looking to navigate the complexities of today’s business environment. I am passionate about applying my expertise to enhance corporate strategy, governance, and community engagement at the board level.
