- Act as  the Chief Executive Officer of the PADES.  
- Responsible for  the  overall  leadership  and  management  of  the  PADES;

-	Coordinate the UNDP Office in Bassikounou, Mauritania and ensure the implementation of UNDP Component in the Peacebulding Fund Program,
-	Prepare Anual Work Plans for the PBF Project, Draft the Terms of References for the implemention of project activities and the recruitment of consultants and other project studies
-	Coordinate the mapping process for all UN Agencies and other International NGOs interventions in the Region
-	Strengthen local capacities from the Moughataa (Departement) of Bassiknou and the Wilaya(Region) of Hodh el Charghui in Mauritania

Programme Management

•	Manage the peacebuilding project for youth employment in Côte d’Ivoire
•	Mobilize resources from the Government of Côte d’Ivoire (Ministry of Youth), the United Nations Development Programme (UNDP) and the United Nations Volunteers programme (UNV);
•	Give inputs to UN Programmatic Framework (OPF) process for 2017-2020 and the Stabilization programme in Cote d’Ivoire
•	Develop annual work plans, Logical framework and Risk Register
•	Draft job descriptions for the project team and coordinate the hiring process for all the team
•	Make a close project financial follow-up in Atlas and report to the Project donors and to the UNDP Office programme meeting on project budget delivery;
•	Monitor project implementation, including field missions, to ensure achievement of expected results 
•	Manage the UN Volunteer’s Field Office in Abidjan/Côte d’Ivoire 
•	Mobilization and management of 185 International and National United Nations Volunteers assigned to the United Nations Mission in Côte d’Ivoire (UNOCI) and UN Agencies, Funds and Programmes (UNDP, UNHCR, UNICEF, UNEP, UNWOMEN, UN Resident Coordinator Office, UNESCO, WFP, IOM) and international NGO ( CARE INTERNATIONAL) 
•	Draft the UNV Description of assignments (DOAs); create job openings and candidate screening in UNDP Atlas/e-Recruit, coordinate candidate’s interviews and their deployment at their duty station
•	Provide local level orientations to new volunteers arriving in the country and conduct debriefings for departing volunteers at the end of their assignments;
•	Monitor the well-being and performance of serving UN Volunteers through routine field visits to their duty stations and discussions with their supervisors and counterparts;
•	Liaise and Coordinate with all UN agencies, Funds and Programmes based in Côte d’Ivoire to ensure a good understanding and integration of volunteerism in their programs.

2.	Civil Society Fund for Good Governance (CSFG) in Democratic Republic of Congo (Implemented by Christian Aid with the financial support from Swedish Embassy (30 000 000 SEK) and UKaid (£10 000 000 )
3.	Support to the Microfinance Program, phase II (PASMIF II),( implemented by UNDP and UNCDF with the financial contribution of 60 000 000 SEK from the Swedish Embassy in Kinshasa)
4.	Livelihood and Early recovery and economic growth program in the Maniema Province, Democratic Republic of Congo (UNDP and FAO joint project with a contribution of 3 949 209 USD from the Swedish Embassy in Kinshasa)
5.	Media Programme for Democracy and Accountability, Funded by Sweden (39 000 000 SEK), UKAID( £10 000 000) , and France (500 000 Euro), implemented by France Expertise.
6.	REDD financing, Human Rights and Economic Development for Sustainable Poverty Reduction of forest communities in the Democratic Republic of Congo (DRC) (Funded by the Swedish Embassy for 57 500 000 SEK and implemented by Forest People’s Programme)

He has experience of working with or close to the United Nations Agencies (UNDP, UNICEF, FAO, WFP,OHCHR, UNHCR, UNESCO, UNFPA, UNWOMEN, WHO, UNOCHA, UNOPS, UNIDO, and ILO).
He has worked  with the following donors: EU, Sida, USAID, AFDB, UN, Belgium, France and Jica.
Victor has experience of working in Central Africa, West Africa and the Sahel Region. 
He is fluent in French, English, Swahili and Lingala.
