I've commented elsewhere about the positive steps forward on open banking and rent reporting in #Budget2024 yesterday.

Let's be clear about a very big step backwards: the increase in the inclusion rate for large capital gains. There are a bunch of ways this is really unhelpful for building an innovation economy in Canada.

First, it reduces the size of the prize for founders and executives of technology companies. Founding or joining an early stage technology company typically means taking a cut in pay. In exchange, you get the potential upside that can come if the company is successful. The size of that upside just got smaller.

Some have mentioned the increase in the lifetime personal exemption as blunting this effect. Let's be clear: the best founders and executives are shooting for outcomes many times greater than a million or so dollars.

The government says that fewer than 1% of Canadians will be negatively affected by this change. But this misses the point. Very few people win the lottery. But you can be certain that if the size of the payout were to fall, far fewer people would buy tickets in the first place. Similarly, while vanishingly few companies find massive success and generate wealth for founders and employees, there are thousands of companies out there shooting for this outcome. The government has just made it harder for them to attract talent.

Second, the increase in capital gains taxation will make it harder for companies like Borrowell to attract capital. Venture investing is all about capital gains; there are no dividend or interest streams to speak of. Contrast this with mature companies that generate dividends or interest-bearing securities like bonds. Investing in early stage companies, directly or through venture funds, just became less attractive.

There are already too many headwinds facing Canadian entrepreneurs, from a domestic market that is relatively small to the dominance of oligopolies in key sectors to a tax regime that was already disadvantageous vs the US even before the changes announced yesterday. The last thing we need, particularly with productivity growth at a standstill, is yet another challenge for the Canadian technology sector.
