New York Independent Livery Driver Benefit Fund

I was appointed to be the General Counsel for the New York Independent Livery Driver Benefit Fund. On July 26, 2008, New York Governor David Paterson signed legislation that created the Livery Driver Benefit Fund. The Fund provides Workers' Compensation benefits for serious injuries and crimes committed against drivers dispatched by qualifying independent livery bases. The Livery Fund Law has helped solve a workers’ compensation problem that has spanned three decades. For many years, the livery industry has posed a dilemma for the workers’ compensation system, due to many gray areas associated with the law regarding the livery industry. The enactment of the "Livery Fund Law" allowed livery bases in New York City, Westchester and Nassau Counties, to qualify as “independent” bases if they met certain criteria typically used by the courts to determine independent contractor status. Specifically, the statute stated that independent bases would pay into the Fund which would purchase special coverage that would provide workers’ compensation benefits for the most serious injuries, including those resulting from crimes and deaths.

The The Livery Round Table ("LRT")  is a trade organization continually working to benefit both the livery industry and passengers alike. Since 2010, The Livery Round Table has worked with livery associations and businesses to unify, advocate on behalf of, and streamline the livery industry in New York. Our goal is to secure the long-term sustainability of the industry. We pursue this goal through: offering a robust education and training program for livery drivers; working with regulatory/governmental agencies and other associations to advance policies that serve the interests of both livery passengers and the riding public; and to meet the needs and concerns of our members. Since its inception in 2010, the LRT has sought to improve the passenger experience by advancing the livery industry’s business practices and services. We work with drivers and bases to develop better customer service for all riders

NYPD POLICE PARADE. On June 1, 1899, a cameraman filmed New York City police officers marching through the city's streets during their annual parade. 

The parade was a celebration of the officers and their hard work dealing with crime in the growing metropolis. At the turn of the 20th century, the city was growing rapidly, and the NYPD had to expand to match the surging population.

Crowds line both sides of the street. NYPD Chief William Devery is on horseback. He makes a fine showing, as also do his officers, with their white gloves and helmets, shining buttons, and spick and span appearance in general.

William Stephen "Big Bill" Devery was the last superintendent of the New York City Police Department police commission and the first police chief in 1898. In 1901, the Police Department was reorganized and has been headed ever since by a Police Commissioner. The first Commissioner, Michael C. Murphy, appointed Devery as his Deputy Commissioner.
